Between April and August 2023 we assisted the OSCE with the evaluation of the project ‘Strengthening the fight against transnational organized crime in South-Eastern Europe through improved regional co-operation in asset seizure, confiscation, management and re-use’. A mostly qualitative question-based evaluation approach was adopted, focusing on the relevance, effectiveness, efficiency, impact, and sustainability of the project. A total of 47 stakeholders were interviewed in Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia.
