Supporting safe and circular migration: Blomeyer & Sanz conducts the final evaluation of MENTOR 2

Mediterranean Network for Training, Orientation to Regular Migration (MENTOR 2) is a Migration Partnership Facility (MPF)-funded initiative that builds on the achievements of the previous MENTOR 1 project. As a circular mobility scheme, MENTOR 2 engaged Italy, Morocco and Tunisia and aimed to strengthen cooperation between the EU and Mediterranean partner countries on legal, circular and labour migration, while promoting mobility opportunities for young people through enhanced partnerships, capacity building and knowledge exchange. As a result, MENTOR 2 offered pre-departure training, support, socio-cultural activities, professional traineeship opportunities, and post-return mentoring and support to 41 young Moroccans and Tunisians in Northern Italy.

At the end of 2025, Blomeyer & Sanz’s evaluation team conducted the final evaluation of MENTOR 2, assessing the project’s overall performance and contribution to the MPF’s objectives. The evaluation adopted a Contribution Analysis approach, reconstructing the project’s theory of change, reviewing and refining the project logframe, and assessing how the different project components contributed to the intended outcomes and broader MPF results. It also identified intended and unintended outcomes, examined the quality of the project’s monitoring and data collection systems, and provided recommendations to inform the design of a potential third phase of the initiative and similar future labour mobility programmes.

Overall, the evaluation combined desk research, project participant surveys and interviews to gather evidence from project partners, beneficiaries and other key stakeholders, allowing for a holistic assessment of the project’s relevance, effectiveness, efficiency, coherence, sustainability and contribution to long-term impact.
