Blomeyer & Sanz evaluated a Skilled Migration Cooperation project between Italy and Pakistan

Blomeyer & Sanz conducted the final evaluation of the ‘Strengthening Circular Legal and Skilled Migration Through Cooperation Between Italy and Pakistan – SkillNet’ project. This endline evaluation was conducted in the context of our multiyear programme evaluation of the Migration Partnership Facility (MPF) III and IV, through which SkillNet is funded. SkillNet aimed to create an enabling environment for mutually beneficial labour migration between Italy and Pakistan, with a specific focus on the Northern Italian region of Piedmont. Its three objectives focused on establishing a jointly agreed Talent Migrant Pipeline based on sectoral research, developing the capacity of Pakistani institutions to support labour mobility and fostering cooperation aligned with the EU’s Talent Partnerships approach.

The evaluation was conducted from September 2025 to January 2026 using an overall methodology of contribution analysis. It used a mixed-methods approach to data collection, including desk review, an interview programme and a survey. Team members also attended the Islamabad conference in July 205 and the closing conference in September 2025 in Rome to meet stakeholders and gather first insights.
