Blomeyer & Sanz conducts an evaluation of ODIHR project ‘Strengthening national justice systems to protect persons deprived of liberty in the OSCE region’ and case study visit to Uzbekistan

From September to December 2023, members of the Blomeyer & Sanz team assisted the Office for Democratic Institutions and Human Rights (ODIHR) with the final evaluation of the project ‘Strengthening national justice systems to protect persons deprived of liberty in the OSCE region’. The evaluation adopted a mostly qualitative question-based approach focused on the relevance and coherence, effectiveness, and sustainability. To provide a more in-depth focus on how the project has contributed to achieving outcomes, an explanatory country case study was undertaken in Uzbekistan, a country where an extensive scope of project activities was implemented. During the data collection phase, a total of 32 stakeholders were interviewed remotely from across the OSCE region. An additional 14 meetings with a total of 20 stakeholders, including one focus group with five human rights organisations, were conducted during the field visit to Tashkent, Uzbekistan.
