In August 2026, Blomeyer & Sanz completed the final evaluation of Empowering Reintegration: Strengthening Capacities for Return and Reintegration Counselling through CSOs, implemented from March 2024 to October 2025 with funding from the European Union through the Migration Partnership Facility.
The project was implemented by Caritas International Belgium, together with Caritas Albania, Mother Theresa Society Kosovo and Caritas Moldova and aimed to strengthen the capacity of civil society organisations in EU and non-EU countries to provide accurate and sustainable return and reintegration counselling to migrants returning to their countries of origin,
Throughout the project, activities focused on strengthening counselling capacities, facilitating peer-to-peer learning and exchanges between organisations, and developing effective referral mechanisms between CSOs and relevant government authorities. The initiative also sought to promote the exchange of knowledge and best practices across participating countries.
The evaluation examined the project’s relevance to identified needs, the extent to which it achieved its objectives, and the synergies it established with other initiatives. It also assessed the prospects and sustainability of the outcomes achieved, as well as the project’s contribution to the objectives of the MPF. In addition, the evaluation looked into the project’s monitoring, evaluation and learning (MEL) practices, and the communication and guidance provided by the MPF team.
