Blomeyer & Sanz has completed the external monitoring of capacity building in the Active Citizens Fund programmes in Estonia, Latvia, Lithuania. The assignment was based on stakeholder interviews, focus groups and desk review. The monitoring identified best practices and main challenges, reported, and made recommendations related to the programmes’ capacity-building efforts in the Baltic countries, particularly in terms of strengthening the capacity and sustainability of the civil society sector.
