Blomeyer & Sanz conducts an evaluation in Moldova for the Council of Europe

The Council of Europe (CoE) has contracted Blomeyer & Sanz to conduct a baseline assessment of the institutional position of the Congress of Local Authorities from Moldova (CALM) in view of the development of its mid-term strategy in line with the needs and expectations of its members. CALM is cooperating with the CoE in the context of the project “Reinforcing the culture of dialogue and consultation of local authorities in the Republic of Moldova” within the Council of Europe Action Plan for Moldova 2017-2020.

The Baseline Assessment will include informative data and indicators for measuring the performance improvement of CALM at a later stage and will serve for developing the CALM Midterm institutional development strategy. Particularly, the information collected by the assessment will serve as a basis for further development of a the methodology for strategic planning for the institutional development of CALM; the CALM mission and vision for its institutional development to be achieved by 2025; and a strategic plan for the CALM institutional development for 2020 onwards.
