It also aimed to develop common understandings of, and commitment to, the reformed legal and institutional framework for local self-government in Ukraine. The assessment was undertaken between January and February 2018. It involved desk research, and interviews and focus group meetings involving approximately 70 stakeholders. The assessment also involved an online survey targeting almost 500 project participants.
