Development of Moldovan Diaspora Entrepreneurship 2 is a Migration Partnership Facility initiative supporting circular migration between Italy and Moldova. Implemented by the Italian Ministry of Labour and Social Policies, this second phase of the project aimed to strengthen sustainable circular migration pathways between Italy, the EU and Moldova by fostering investments in social entrepreneurship within the Moldovan diaspora. Through capacity development and knowledge sharing among local authorities, private companies, NGOs and diaspora groups, the project reinforced institutional connections and contributed to the empowerment of Moldovan stakeholders.

As Phase 2 concluded, our evaluation team, Nicolò Franceschelli and Clotilde Szabo, with our partner Andrei Brighidin carried out the final evaluation. Using a Contribution Analysis approach, the team refined the project’s theory of change and assessed its relevance, effectiveness, coherence, impact and sustainability. Data collection tools included desk reviews and interview programme with institutions stakeholders, project participants and beneficiaries, conducted both online and in-person.
