Blomeyer & Sanz has completed the evaluation of a migration project implemented by Caritas International Belgium

Strengthening Capacities for Return and Reintegration Counselling through CSOs is a Caritas International Belgium initiative implemented under the Migration Partnership Facility, in collaboration with Caritas Albania, Mother Theresa Society (Kosovo) and Caritas Moldova.  The project aimed to strengthen the capacity of EU and non‑EU civil society organisations and other relevant actors to deliver accurate, sustainable and future‑oriented return and reintegration counselling to migrants. It advanced EU priorities under the Pact on Migration and Asylum by reinforcing counselling practices and providing targeted training to participating CSOs and actors involved in voluntary return. Through needs assessments, exchanges with organisations working on return and reintegration, and a series of study visits, the project promoted knowledge sharing and supported more human‑focused pathways for return.

Using a Contribution Analysis approach, the evaluation team refined the theory of change and formulated recommendations. Data collection involved desk review, direct observation of the final event, online interviews, a questionnaire and a validation workshop with key stakeholders.
