Since 2024, Blomeyer & Sanz has led a consortium commissioned by the International Centre for Migration Policy Development (ICMPD) to evaluate the Migration Partnership Facility (MPF) at both programme and project levels. The assignment covers Phases III & IV across the Western Balkans, Eastern Partnership countries, Southern Neighbourhood, Silk Route countries. The overarching objective of the MPF is to support the implementation of the European Union’s external dimension of migration policy, including its political and operational instruments. The assignment further encompasses impact assessments, contribution analyses of projects and programmes to the overall MPF impact, the production of thematic papers for policy-level recommendations and the design of a communication strategy.
As of 2025, 20 evaluations have been completed in the fields of asylum, labour mobility aligned with the European Union talent partnership, border management and security, as well as human trafficking. The assignment will continue throughout 2026 and is scheduled to run until end 2027, supported by the strong collaboration among stakeholders and the encouraging progress reflected in the evaluations.
