Blomeyer & Sanz reviewed the Council of Europe programme ‘Decentralisation and territorial consolidation in Ukraine’. The programme was launched in July 2015 and will ended December 2017 and has supported the decentralisation and amalgamation process by providing legislative and policy support to a wide range of partners at central level, including the Cabinet of Ministers, the Verkhovna Rada, the Ministry of Regional Development, Construction and Municipal Services of Ukraine, the National Academy of Public Administration under the President, the National Civil Service Agency of Ukraine, local government associations, and others. The programme has also supported the operationalisation of the reforms through a series of complementary activities including, among other things, training for leaders of amalgamated communities through the Leadership Academy Programme, study visits to other European countries, Best Practice Awards for amalgamated communities, a Media Competition to improve the reporting on decentralisation. The review was undertaken between mid-November and December 2017 and involved desk research and consultation with approximately 40 stakeholders in Ukraine, and programme managers in Strasbourg.
