Blomeyer & Sanz completes the evaluation of the Pakistan–Finland Talent and Mobility Boost project

Pakistan-Finland International Cooperation – Vocational Talent and Mobility Boost is a Migration Partnership Facility (MPF)-funded project implemented in Finland and Pakistan. The initiative aims to establish a sustainable talent partnership between Pakistan and Finland. The National University of Technology and the National University of Medical Sciences of Pakistan train Pakistani students through a jointly developed curriculum. The initiative enables them to begin their careers in Finland’s hospitality and care sectors. The project also established internship agreements with several companies in Finland. These internships allow students to gain an immersive practical and cultural experience.

At the beginning of 2026, Blomeyer & Sanz conducted the project’s mid-term evaluation. The evaluation adopted a participatory approach, engaging project implementers in Finland and Pakistan, beneficiaries, local and national authorities, and representatives of EU institutions throughout the evaluation process. The evaluation assessed the project’s relevance, effectiveness, efficiency, coherence, sustainability and prospects for impact. It also identified lessons learned and provided recommendations to support implementation during the remaining project period. The project will conclude in May 2027, after more than 100 students have completed the programme and relocated to Finland.

The evaluation combined desk research of project documentation and monitoring data with online and in-country stakeholder interviews, and a survey aimed at project participants in both courses, enabling a comprehensive assessment of project progress and implementation.
