On 28 April 2026, the European Parliament’s Committee on Transport and Tourism published the study on “Investing in Transport in the new MFF” prepared by Etelätär and Blomeyer & Sanz. The study provides an evidence‑based assessment of the value for money of EU transport investments in the 2028–2034 Multiannual Financial Framework (MFF) proposal, examining how CEF‑Transport, cohesion funds, the European Competitiveness Fund, InvestEU and EIB lending interact and how flexibility and performance frameworks can best support TEN‑T completion, decarbonisation, security and cohesion objectives.
The conclusions of the study highlight the importance of not just the performance of individual instruments, but also how well they are coordinated around shared objectives and performance frameworks. It further finds that flexibility and review provisions in the new MFF proposals will be another key determinant of outcomes. Lastly, the study underscores that performance frameworks and indicators will matter at least as much as the financial volumes of the proposed funding.
