Evaluation | Ex-ante, interim and ex-post evaluations of FRA projects – Request for Services No. 2 - Call for Specific Tenders | The European Union Fundamental Rights Information System (EFRIS) has been developed by FRA in cooperation with the United Nations and the Council of Europe and brings together information from around 60 different sources (e.g. ECHR, national courts, UN Treaty Bodies) on fundamental rights issues that are relevant to the various international human rights treaties that EU Member States are subject to. The purpose of this project is to help to update the system and to promote awareness of its merits amongst actual and potential users. The evaluation will need to assess how successfully the EFRIS has been updated and the extent to which its functionalities, usability and user friendliness have been improved. Given that an important aim of the project is to raise awareness of the system’s merits, the evaluation will also seek to obtain feedback from the key stakeholders including the United Nations and the Council of Europe on the extent to which the user base is being expanded and the extent to which feedback from users is positive.
