Blomeyer & sanz evaluated the Congress of the Council of Europe project ‘Promoting local democracy in Ukraine’. The project aimed to promote the application of the principles of the European Charter of Local Self-Government (Charter). More specifically, it aimed to develop new understandings, capacities, and approaches at personal level amongst local and regional leaders. It also aimed to develop common understandings of, and commitment to, the reformed legal and institutional framework for local self-government in Ukraine. The assessment was undertaken between January and February 2018. It involved desk research, and interviews and focus group meetings involving approximately 70 stakeholders. The assessment also involved an online survey targeting almost 500 project participants.
